Recreational craft categories

The category of the recreational craft is determined by the manufacturer. Depending on the design and the permissible hydrometeorological conditions, recreational craft are divided into four categories:

Category A (Ocean)

Designed and built for long voyages in which the wind force may exceed 8 points and the wave height may exceed 4 meters.

Category B (offshore)

Designed and built for offshore operations where wind strength can rise up to 8 balls and wave height up to 4 meters.

Category C (near the coast)

Designed and built for near-shore driving, for use in coastal waters, large bays, lakes and rivers with wind speeds of up to 6 points and wave heights of up to 2 meters.

Category D (protected waters)

Designed and constructed for navigation in sheltered coastal waters, small bays, small lakes and rivers with a wind force of up to 4 points and a wave height of up to 0.3 meters (single waves with a maximum height of up to 0.5 meters).


Categories of recreational craft and equipment requirements are established by Regulation No. 32 of the Minister of Economic Affairs and Communications “Requirements for recreational craft equipment and categories of recreational craft according to the construction of recreational craft, as well as safety requirements for recreational craft organized for leisure purposes”.

Instructions for registering a recreational craft for passing an inspection

A new recreational craft purchased from a store in Estonia or brought to Estonia.

The recreational craft must be submitted for inspection together with the declaration of conformity and the document certifying the right of ownership to the Road Administration or the Maritime Administration.

New or used recreational craft abroad, wish to register in the Estonian register.

The recreational craft must be submitted for inspection abroad together with a declaration of conformity (if required) and a document certifying the right of ownership to the Maritime Administration.

Used recreational craft, registered in Estonia

In order to formalize a change of ownership, a registration certificate and a document certifying the right of ownership must be submitted to the Road Administration.

A used recreational craft, purchased in Estonia or brought to Estonia, has not previously been registered in Estonia.

The recreational craft must be submitted for inspection together with a declaration of conformity (if required) and a document certifying the right of ownership to the Road Administration or the Maritime Administration.

If the data necessary for entry in the register are missing, the Maritime Administration shall perform the pre-registration inspection.

The used recreational craft is in Estonia, but there is no register and no document certifying the right of ownership.

If the data necessary for entry in the register are missing, the Maritime Administration shall perform the pre-registration inspection.

The explanatory memorandum must be accompanied by as precise information as possible, setting out the relevant dates, years, names and a description of the situation.

Self-built recreational craft, substantially rebuilt recreational craft and craft less than 12 m in overall length (fishing boat)

The technical inspection is performed by the Maritime Administration.
